Expanded Learning Opportunities-Program (ELO-P) Information

The Expanded Learning Opportunities Program (ELO-P) provides funding for before & after school as well as summer school enrichment programs for transitional kindergarten through sixth grade.  ELO-P funds are allocated by the California Department of Education to provide additional learning opportunities during “out-of-school” time for students who qualify in the District’s unduplicated pupil percentage (UPP).  This includes student’s eligible for free or reduced priced meals, English language learners, and children in foster care.  In June 2022, the Board of Trustees approved the District’s three (3) year plan to implement ELO-P with the District’s Youth Enrichment Program (YEP!).

With the introduction of the state-mandated Expanded Learning Opportunities Program (ELO-P), there are some additions and changes to our previous offerings. ELO-P programming requirements include a total of 9 hours of learning and care, which includes the instructional day. In addition, there must be 30 additional 9-hour intersession days. 
 
The ELO-P program must be offered at no charge and accessible to all students in grades TK-6 who are identified in one or more of the following categories:

● Students who are unhoused or in foster care
● Students eligible for free or reduced meals

Following the state mandate, the families of students who qualify for ELO-P will be given priority to enroll first. Then, if capacity allows, enrollment will be opened up in the following priority order:
Priority 1: Unhoused or foster youth
Priority 2: Free or reduced meal students
Priority 3: English learners
Priority 4: All other students interested in a fee-based program
Note: If the number of interested applicants exceeds capacity, families will be placed on the waitlist based on the priorities above.
