Expanded Learning Opportunities-Program (ELO-P) Information
The Expanded Learning Opportunities Program (ELO-P) provides funding for before & after school as well as summer school enrichment programs for transitional kindergarten through sixth grade. ELO-P funds are allocated by the California Department of Education to maintain and enhance “out-of-school” before & after school, during summer and intersession. The ELO-P plan focuses on the academic, social, emotional, and physical needs of students through hands-on, engaging recreational and enrichment learning experiences. In June 2025, the Board of Trustees approved an updated three (3) year plan to implement ELO-P as part of the District’s Youth Enrichment Program's (YEP!)

With the integration of the state-mandated Expanded Learning Opportunities Program (ELO-P), the YEP! updated some program dynamics, policies and procedures. ELO-P requirements include offering 9 hours of programming for students, which includes the regular school day and YEP! time. In addition, there must be 30 days of program offered in addition to the regular school year.
YEP! strives to serve all elementary students whose families apply and will build capacity to meet this need. The ELO-P program must offer priority enrollment to student who qualify in the District's unduplicated pupil count (UPC). This includes students (as defined by the California Dept. of Education) eligible for free or reduced meals, English learners, or in foster care.
Following the state mandate, YEP! enrollment will be opened up in the following priority order:
Priority 1: Unhoused or foster youth
Priority 2: Free or reduced meal students
Priority 3: English learners
Priority 4: All other students interested in a fee-based program
Note: If the number of interested applicants exceeds capacity, families will be placed on the waitlist based on the priorities above.
