The California Department of Education (CDE), Special Education Division, completed its preliminary application for federal fiscal year (FFY) 2024 funding under the Individuals with Disabilities Education Act (IDEA), as amended in 2004, Public Law 108–446.
Beginning with the FFY 2024 application, the CDE is required to complete and post for public comment the General Education Provisions Act (GEPA) Section 427 form. The GEPA Section 427 form requires the CDE to address equitable access and equitable participation of special education students in the IDEA Part B grant program. This application and GEPA Section 427 form can be found on the CDE California's Annual State Application for 2024 Web page at https://www.cde.ca.gov/sp/se/as/fndapp24.asp.
The 60–day public notice period and the 30–day comment window occurs prior to the May 22, 2023, submission to the U.S. Department of Education, Office of Special Education Programs.
The CDE, Special Education Division, will accept public comment on the application and the GEPA from March 25, 2023, through April 25, 2024. Persons submitting comments on specific items in the application should identify the item, referenced by the page number, and specify your input pertaining to the specific item. Input will be considered if submitted to, and received by, the CDE contact person listed below prior to 5 p.m., April 25, 2024.
