The Reclassification Process

Reclassification Criteria

The State of California has 4 criteria that all multilingual learner students must meet in order to be Redesignated Fluent English Proficient, or RFEP. This process is typically called Reclassification.

Per CA Ed.Code Section 313 (f), the criteria for reclassification are as follows:

  1. Assessment of language proficiency using an objective assessment instrument (i.e., ELPAC)
  2. Teacher evaluation, including, but not limited to, a review of the pupil’s curriculum mastery
  3. Parent opinion and consultation
  4. Comparison of the performance of the pupil in basic skills against an empirically established range of performance in basic skills based upon the performance of English proficient pupils of the same age, that demonstrates whether the pupil is sufficiently proficient in English to participate effectively in a curriculum designed for pupils of the same age whose native language is English

In HUSD, our reclassification criteria is as follows:

  1. Score of 4 overall on the ELPAC
  2. Passing grades or equivalent in English Language Arts
  3. Parent is invited to be a part of the reclassification process at the school
  4. Basic skills:
    • Score of 2 or higher on CAASPP ELA (grades 4-9, 11), or
    • Equivalent score on grade-level ELA benchmarks (all grade levels)

Alternative Reclassification

Alternative Reclassification

There are alternative reclassification criteria for students who are dually identified. Dually-identified students are students who are multilingual learners and who have an IEP. The state provides the following guidance on Reclassification Criterion 1:

  • All students, including Dually-Identified students, must score a 4 on the ELPAC Summative test unless they qualify for the Alternate ELPAC
  • Dually identified students who qualify for the CAA will also qualify for the Alternate ELPAC
  • Dually-Identified students who take the Alternate ELPAC must score a 3

Dually identified students taking the ELPAC Summative may qualify for up to two domain exemptions. However, these exemptions must be determined by the IEP team, may not both be from the same composite and must be decided on before assessing the student.

In addition to the ELPAC, all students, including dually identified students, must meet the following criteria to qualify for Reclassification:

  • Teacher Evaluation
  • Parent Consultation
  • Basic Skills Relative to English-Proficient Students

For the Basic Skills criterion, the IEP Team may determine which assessment best demonstrates whether the student has English proficiency relative to another English-proficient student with the same disability.

Once the student has been Reclassified, the change will be reflected in their IEP.
